According to the Notice of the General Office of the Ministry of Education on Issuing the Postgraduate Enrollment Plan for High-level Competent Persons of Ethnic Minorities in 2023 (No. 2 of the General Office of the Ministry of Education [2022]), SZU will recruit "high-level competent persons of ethnic minorities" for doctoral degree programmes nationwide in 2023. Now according to the "Shenzhen University 2023 "high-level cadres of ethnic minorities plan" doctoral students enrollment brief" to formulate our 2023 "high-level cadres of ethnic minorities plan" doctoral students enrollment work implementation rules, specific as follows:
I. Basic principles
1. Admit students on the basis of merit, ensure quality, and prefer shortage to abuse.
2、Moderate competition between tutors and disciplines will stimulate the intrinsic motivation to improve the quality of student resources.

3.Method of enrolment: "Application-Examination System".
4. Number of students to be recruited: "Graduate Admission Programme for High-level Cadre Talents of Ethnic Minorities" (hereinafter referred to as the "Cadre Programme") is a special admission programme for national orientation training. 2023, the College plans to recruit two doctoral students for the Cadre Programme. In 2023, we plan to recruit 2 PhD students under the "Cadre Plan".
III. the enrolment object
1. Ethnic minority candidates whose places of origin are in Inner Mongolia, Guangxi, Tibet, Qinghai, Ningxia, Xinjiang (including Xinjiang Production and Construction Corps).
2. Candidates of ethnic minorities whose places of origin are in Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi and Gansu, as well as candidates of ethnic minorities in the national autonomous areas and border counties (municipalities) of six provinces, including Hebei, Liaoning, Jilin, Heilongjiang, Hubei and Hunan (including Zhangjiajie City, which enjoys the policy of the western part of the county and two districts).
3. Candidates of minority nationalities from other places of origin who meet one of the following conditions: teaching and administrative staff members who undertake teaching and management duties in Tibetan and Xinjiang classes; and graduates of the "Programme for Employment in Tibet for Non-Tibetan Origins" who have worked in Tibet for more than five years.
IV.the application qualification confirmation and application conditions
(1) The qualification confirmation of the "Cadre Programme" is the responsibility of the provincial education administrative department of the place of origin of the applicants. After confirming the eligibility for application, candidates shall send the "2023 Candidate Registration Form for High-level Cadre Talent Programme for Ethnic Minorities" (see Annex 1) together with other application materials to the Graduate School Office of the College (Address: A303, School of Civil and Transportation Engineering, Zhigong Building, Yuehai Campus, Shenzhen University, Nanshan District, Shenzhen, Guangdong Province, Attn: Ms. Qiu, Tel: 0755-26918270). Candidates who do not meet the scope of the student population and the application conditions will not be admitted, and the relevant consequences will be borne by the candidates themselves.
(II) Application conditions
1. Meet the conditions stipulated in the Prospectus for the Admission of Doctoral Candidates of Shenzhen University in 2023.
2. Commit themselves to be employed in the directed area (unit) according to the directed agreement after graduation.
3. Foreign language proficiency must meet one of the following conditions:
(1) Pass CET-4 or CET-6 (with a score of 425);
(2) TOEFL score of 75 or above (old TOEFL score of 550);
(3) IELTS score of 6 or above;
(4) PETS level 5 pass;
(5) GRE 1200 points or above (310 points for the new standard);
(6) A master's or doctoral degree from an English-speaking country or region;
(7) A degree in an English-related field at the undergraduate or master's level.
4. Those who have obtained master's or doctoral degrees, or fresh master's degree graduates (must obtain a master's degree before enrolling in doctoral programmes). Holders of master's degree certificates from overseas universities must be certified by the Service Centre for Scholarly Exchange of the Ministry of Education and submit the certification report. Candidates who are studying abroad and have not yet obtained the master's degree must provide the certificate of school registration issued by the school they are studying in (stating the expected time of obtaining the master's degree); if they are admitted, they must provide the certificate of master's degree and the authentication report of the Service Centre for Overseas Education of the Ministry of Education by April 30, 2023, or else they will be disqualified from being admitted.
5. At least one formally obtained innovative achievement, which should have independent and complete content and form of existence, and can be presented in diversified forms, but excluding the dissertation, mainly including the following forms:
① formally published high-level academic papers;
② Authorised invention patents and software copyrights;
③ Formally published academic works;
④ The top 5 of the first prize or the top 3 of the second prize or the top 1 of the third prize of the municipal (vice-provincial) and national-level academic/association and the scientific research awards at provincial and ministerial levels and above;
⑤ Provincial and above scientific research competition awards;
⑥The report of think-tank results positively approved by the main person in charge at the municipal (vice-provincial) level;
⑦Hosting university-level and above scientific research projects;
⑧ As the main member to formulate industry/provincial/ministerial or national standards, norms, guidelines, guidelines;
⑨ as the main member of the development of provincial ministries and industrial law and substantial contribution, the first five national industrial law and substantial contribution.
The applicant shall be the first two authors or corresponding authors of the innovation, and when the applicant is ranked second, his/her postgraduate supervisor shall be ranked first. (Academic papers with co-first authors and multiple corresponding authors shall be calculated according to 1/N, where N is the number of co-first authors or the number of multiple corresponding authors).
V. Selection Process
(I) Individual Application
Candidates need to get in touch with the applicant tutor in advance, apply to the applicant tutor, and apply after the tutor's consent.
1、Online application. Eligible applicants are required to apply on their own on the China Graduate Admissions Information Network (http://yz.chsi.com.cn/bsbm). Online application period: 3 March 2023 to 16 April 2023.
2、Submission of materials. (1) Online Application Information Summary Form for Doctoral Degree Candidates (Applicants should log on the China Graduate Student Admission Information Network (http://yz.chsi.com.cn/bsbm), apply online, print it out and confirm with their own signatures);
(2) Application Form for Doctoral Degree Candidates of Shenzhen University under "Application-Examination" System in 2023;
(3) Registration Form for Candidates of the 2023 Ethnic Minority High-Level Cadre Talent Programme
(4) Applicants who are recent master's degree graduates shall submit "Documents for Political Examination (Realistic Performance) of Doctoral Degree Candidates of Shenzhen University in 2023", which shall be filled in by the Party Committee of the college in which he/she is enrolled (this document can be exempted from the application, but it must be submitted in accordance with the requirements of the form after he/she passes the re-examination);
(5) Copies of degree and academic certificates (fresh master's degree graduates must submit a certificate of enrollment from the Graduate School or Graduate Management Department of their institutions, but this is not required for current master's degree students of the University));
(6) Original transcripts of master's courses (the official seal of the postgraduate performance management department shall be affixed);
(7) Master's degree thesis (abstract and catalogue of thesis, etc. can be provided for freshly graduated master's degree students);
(8) Written recommendation letters from at least two persons with the title of associate professor or above (or experts with equivalent professional and technical titles) in the field of the discipline and speciality applied for (the recommendation letters shall use the template provided by the university);
(9) Submit a scientific research proposal for the proposed doctoral degree (no less than 3,000 words, see the application form);
(10) Documents proving foreign language proficiency (Certificate of National University English Level 4 or 6, new TOEFL transcript, IELTS transcript, degree certificate of degree programme taught in full English, etc.):
(11) Copies of award certificates, copies of published academic papers, patents obtained and other original achievements;
(12) Certificate of passing physical examination issued by a hospital of Grade IIIA or above;
(13) A copy of the front and back of the second generation ID card;

Applicants guarantee the truthfulness and accuracy of the above materials. Applicants who provide false or inaccurate information will be disqualified from admission to the examination once they are found guilty.
3. After registering on the "2023 Shenzhen University Doctoral Candidate Application System" (http://ehall.szu.edu.cn/gsapp/sys/bsyjsbmszu/login/goLogin.do) and according to the registration number of the Application Information Short Form, applicants shall fill in and upload the application materials (in electronic form) according to the system prompting requirements . If there are applicants with more than one application number, the application number of the final submission of application materials shall prevail. Applicants must carry out relevant operations on this application system, otherwise the application will be invalid.
(II) Qualification Examination
Upon receipt of the applicant's materials, the College shall organise not less than three persons to review the application qualifications against the application conditions, and report the review results to the Research and Admission Office, which shall make a random check of the review results, and then the College shall unanimously make a public announcement to the society.
(III) Recommendation of tutors
The College will give the applicant's materials to the tutor, who will review the applicant's materials, provide recommendations and rank the applicants who apply for the examination at the same time.
In this section, the College respects the autonomy of the tutors, and the tutors will recommend the applicants to enter the next section in the ratio of not more than 1:3.
(IV) Preliminary examination of disciplines and determination of the list for review and examination
The College sets up an expert group to carefully examine the materials of the applicants according to the relevant implementation rules formulated, and make preliminary evaluation of the applicants' scientific research and innovation ability for screening. The College will determine the list of applicants who will enter the review examination (interview and professional written examination) according to a certain percentage of differential review in accordance with the intention of the admission supervisor. Applicants who are not recommended by their supervisors will not be admitted to the review examination. The list of applicants to be admitted to the review and assessment session will be announced on the website of the College, and those who have no objection will be admitted to the review and assessment session.
(V) Review examination and assessment (including professional written examination)
The College will organise experts to conduct the subject assessment, the specific time, place and assessment method (online assessment or offline assessment) will be notified to the candidates in advance and announced on the website of the College, the specific requirements of the assessment are as follows.
1. The assessment includes four parts of foreign language proficiency (100 points), professional quality (100), research potential (200 points) and professional written examination (100 points) totalling 500 points, focusing on the assessment of the applicant's scientific research and innovation ability and whether he or she possesses the potential and qualities for the training of doctoral students in this level of discipline.
2. The professional written examination is mainly to assess the basic knowledge and professional quality of the applicants, and the subject is Engineering Mathematics, with two sets of examination papers, A and B, and one set of examination papers randomly selected as the examination paper, and the examination syllabus is shown in Appendix 3, "Syllabus of Engineering Mathematics Examination in 2023".
3、During the examination process, each applicant shall present his/her personal profile, academic achievements, subject research, scientific research achievements, research plan during the proposed doctoral degree, etc. The examination experts shall score the applicants in three aspects, namely, foreign language proficiency (100 points), professional quality (100) and research potential (200 points), and remove the highest and lowest scores and take the average (retaining two decimals) to be the final score of the applicant. The final score of the applicant will be the average of the highest and lowest scores (two decimal places). Recommended supervisors can introduce the relevant information, but must be avoided when discussing the scoring.
4. The assessment process will be standardised and video-recorded, and the interview will last no less than 20 minutes, with on-site records, grades and comments.
5、Before early May 2023 (subject to the specific implementation time), the college will submit the list of proposed applicants (no more than 2) to the university according to the total assessment scores in descending order (less than 300 points will not be admitted), and report the relevant materials to the Office of Research and Admission.
VI.Selection and Admission
1. The "backbone programme" adheres to the principle of "targeted recruitment, targeted training, targeted employment", and implements the principle of "voluntary enrolment, unified assessment, and admission on the basis of merit". Tibet, Xinjiang and Sichuan, Yunnan, Gansu, Qinghai four provinces Tibetan prefectures and counties, as well as Yunnan Nujiang, Sichuan Liangshan, Gansu Linxia and other places of the candidates, under the same conditions, preferential admission. 2.
2. All the admitted candidates are orientated for employment, and are required to sign a tripartite (or quadripartite) orientation agreement with the admission unit, the provincial education administration department of the place of origin, or (and) the host organisation (see Annex 2). Admitted candidates for employment will not be transferred to the household for enrolment. Upon graduation, students must fulfil the agreement to return to the region (unit) where they were oriented for employment and may not breach the agreement.
VII. Other Matters
(1) The years of study, tuition fees, academic awards and other educational and management services for the admitted candidates during their study period shall be consistent with those of other postgraduates admitted to the general admission programme and shall be implemented in accordance with the regulations of the university.
(2) The personnel files of the candidates who are not working shall be transferred to the university, and the personnel files of the candidates who are working shall not be transferred to the university. The organisational relationship of the party and group shall be transferred to the university.
3. After graduation, candidates must return to the region or unit where they have been orientated for at least 8 years (including 8 years) of continuous service.
4. The ethnicity of the candidates shall be based on their identity cards. Candidates who have falsified their ethnic identity at the time of application will be disqualified from reexamination/admission.
