Implementation Rules for the Enrollment of Doctoral Students of School of Civil and Transportation Engineering under the Program of High-Level Minority Talents in 2025 (Third Round)

According to the Notice of the General Office of the Ministry of Education on Issuing Postgraduate Enrollment Plan for High-level Ethnic Minority Backbone Talents in 2025 (No. 3 of the General Office of the Ministry of Education [2024]), SZU will enroll “high-level ethnic minority backbone talents” for doctoral degree (professional degree) in 2025. Now, according to the “Shenzhen University 2025 ”Ethnic Minority High-Level Backbone Talents Program“ Doctoral Degree Admission Rules”, the College has formulated the “Ethnic Minority High-Level Backbone Talents Program” Doctoral Degree Enrollment Regulations in 2025 (the third round), which are as follows. The details are as follows:


I. Basic Principles


(1) Admit students on the basis of merit, ensure quality, and prefer shortage to abuse.


(2) Moderate competition between supervisors and disciplines shall be used to stimulate the intrinsic motivation to improve the quality of student sources.


(3) The whole process should be open, fair and just.


II. Enrollment specialties, methods and number of students to be recruited


(1) enrollment specialties: civil engineering and water conservancy

(4)Number of students to be recruited: “Graduate Admission Program for High-level Cadre Talents of Ethnic Minorities” (hereinafter referred to as the “Cadre Program”) is a special admission program for national orientation training. 2025, the College plans to recruit one doctoral student under the “Cadre Program”. In 2025, the School plans to recruit one doctoral student under the “Cadre Program”.

. Enrollment Objects


(1) Ethnic minority candidates whose birthplace is in Inner Mongolia, Guangxi, Tibet, Qinghai, Ningxia, Xinjiang (including Xinjiang Production and Construction Corps).


(2) Candidates of minority nationalities whose places of origin are in Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Shaanxi and Gansu, and candidates of minority nationalities in the national autonomous areas and border counties (municipalities) of six provinces, including Hebei, Liaoning, Jilin, Heilongjiang, Hubei and Hunan (including one county and two districts of Zhangjiajie enjoying the western policy).


(3) Teaching staff who undertake teaching and management duties in Tibetan and Xinjiang classes. Graduates of the “Non-Tibetan Source Oriented Employment Program for Tibet” who have worked in Tibet for more than five years.


. Qualification Confirmation and Application Conditions


(1) Candidates applying for the backbone program shall apply for the backbone program through the backbone program qualification application platform of China Graduate Admissions Information Network (“China Graduate Admissions Information Network” Home - “Ethnic Minority High-Level Backbone Talent Program Qualification Application Platform”, URL: https ://mz.chsi.com.cn/mzjh/stu/) to submit the application information (the required materials can refer to the notice requirements in previous years), and the application can be made only after the online examination and approval by the provincial education administrative department of the place of origin. Candidates are required to submit their application information within the registration time and check the audit result in time for additional materials.


All candidates of the Backbone Program shall fill in the Registration Form for Candidates of the 2025 High-level Cadre Talent Program for Ethnic Minorities through the Digital Management Platform of the Ethnic Minority Backbone Program, and download and print the form after passing the online examination and approval by the provincial education administrative department of the place of origin. The registration form shall be stamped (or electronically stamped) by the provincial education administrative department of the place of origin, and the working candidates also need to be examined and stamped by their work units. After confirming the eligibility to apply for the examination, the candidate shall send the original form in one copy together with other application materials to the college where the application is made, and to the Office of Admission of Doctoral Degree Students of the College (Address: B501, School of Civil and Transportation Engineering, Zhigong Building, Cangang Campus, Shenzhen University, Nanshan District, Shenzhen City, Guangdong Province, Attn: Ms. Qiu, Tel: 0755-26918270). Any candidate who does not meet the scope of the student population and the application conditions will not be admitted, and the relevant consequences will be borne by the candidates themselves.

(2) Application Requirements


1. Comply with the Prospectus for Admission of Doctoral Candidates of Shenzhen University in 2025.


2. Commitment to be employed in the directed area (unit) according to the directed agreement after graduation.


3. Foreign language proficiency must meet one of the following conditions:


(1) Pass CET-4 or CET-6 (with a score of 425);


(2) TOEFL score of 75 or above (old TOEFL score of 550);


(3) IELTS score of 6 or above;


(4) PETS level 5 pass certificate;


(5) GRE 1200 points or above (310 points for the new standard);


(6) Master's or doctoral degree in an English-speaking country or region;


(7) Have published academic papers in English in international journals as the first author (or the first author of the supervisor and the second author).


4. Except for the applicants who have graduated from the world's top 200 institutions (at least two of the four major rankings of “ARWU, QS, THE and USNEWS”), they must have at least one formally achieved innovation, which should have independent and complete content and form of existence, and can be presented in diversified forms, but not including the dissertation. The innovation results should have independent and complete contents and forms of existence, and can be presented in diversified forms, but not including the dissertation, mainly including the following forms:


(1) Formally published high-level academic papers;


(2) Authorized invention patents and software copyrights;


(3) Formally published academic works;


(4) The top 5 of the first prize or the top 3 of the second prize or the top 1 of the third prize at the municipal (vice-provincial) level, the national level academic/association level and the scientific research awards at the provincial and ministerial levels and above;


(5) Provincial and above scientific research competition awards;


(6) A report on the results of the think tank positively approved by the main person in charge at the municipal (vice-provincial) level;


(7) Hosting university-level and above scientific research projects;


(8) Developing industry/provincial/ministerial or national standards, norms, guidelines, and guides as a key member;


(9) As the main member to formulate provincial ministries and industrial laws with substantial contribution, top 5 national industrial laws with substantial contribution.


The applicant shall be the first two authors or corresponding authors of the innovation, and when the applicant is ranked second, his/her graduate advisor shall be ranked first. (Academic papers with co-first authors and multiple corresponding authors shall be calculated according to 1/N, where N is the number of co-first authors or the number of multiple corresponding authors).


5. For those who have received master's degree or doctoral degree, or recent master's degree graduates (must have received master's degree before enrollment of doctoral students). Holders of master's degree certificates from overseas universities must be certified by the Service Center for Scholarly Exchange of the Ministry of Education and submit the certification report. Candidates who are studying abroad and have not yet obtained the master's degree must provide the certificate of school registration issued by the school they are studying in (stating the expected time of obtaining the master's degree); if they are admitted, they must provide the master's degree certificate and the authentication report of the Service Center for Scholarly Exchange of Education of the Ministry of Education before the stipulated time (or first provide the explanatory letter issued by the Service Center for Scholarly Exchange of Education of the Ministry of Education, and provide the authentication report before the enrollment and reporting to the university); or else they will be disqualified from admission.

V. Application process


(I) Individual Application


Candidates need to get in touch with the applicant's supervisor in advance, apply to the applicant's supervisor, and apply for the examination after the supervisor's consent.


1. Online application. Eligible applicants are required to apply on their own on the China Graduate Admissions Information Network (http://yz.chsi.com.cn/bsbm). Online application deadline: June 13, 2025.


2.Submission. Applicants should submit the following application materials, add the table of contents in the following order, organize and bind them into a book, and mail them by EMS (or Shunfeng Express) to the Graduate Office of the College (Address: B501, School of Civil and Transportation Engineering, Zhigong Building, Cangguo Campus, Shenzhen University, Nanshan District, Shenzhen, Guangdong Province, China, Attn: Ms. Qiu, Tel: 0755- 26918270). 26918270):


(1) The Brief Information Form for Online Application of Doctoral Degree Candidates (Applicants should log on the China Graduate Student Enrollment Information Network (http://yz.chsi.com.cn/bsbm), apply online, print it out and confirm it with their own signatures);


(2) Application Form for Doctoral Degree Candidates of Shenzhen University under “Application-Examination” System in 2025;


(3) Registration Form for Candidates of High-level Cadre Talent Program for Ethnic Minorities 2025.


(4) Applicants who have recently graduated from master's degree shall submit “Shenzhen University 2025 Doctoral Degree Candidate's Political Examination (Realistic Performance) Documents” to be filled in by the Party Committee of the college in which he/she is enrolled (this document can be exempted at the time of application, but must be submitted in accordance with the requirements of the form after he/she passes the re-examination);


(5) Copies of degree and academic certificates (fresh master's degree graduates must submit a certificate of enrollment from the Graduate School or Graduate Management Department of their institutions, but this is not required for the current master's degree students of the University);


(6) Original transcripts of master's courses (the official seal of the graduate school performance management department shall be affixed);


(7) Master's degree thesis (abstract and table of contents of the thesis can be provided for freshly graduated master's degree students);


(8) Written recommendation letters from two persons with the title of associate professor or above (or experts with equivalent professional and technical titles) in the field of the discipline and specialty to be applied for (the recommendation letters shall use the template provided by the university);


(9) A scientific research proposal for the proposed doctoral degree (no less than 3,000 words, see the application form);


(10) Documents proving foreign language proficiency (certificate of National University English Level 4 or 6, new TOEFL transcript, IELTS transcript, degree certificate of the degree program taught in full English, academic papers in English, etc.):


(11) Copies of award certificates, copies of published academic papers, patents obtained and other original achievements;


(12) Certificate of passing physical examination issued by a hospital of Grade IIIA or above;


(13) A copy of the front and back of the second generation ID card;


(14) Relevant form template https://yz.szu.edu.cn/info/1021/10935.htm.


Applicants guarantee the truthfulness and accuracy of the above materials. Applicants who provide false or inaccurate information will be disqualified from the examination and admission once they are found to have done so.

3.Electronic version of materials: Applicants should combine the electronic version of all application materials (including the catalog) into one PDF file and send it to the enrollment mailbox of the college yafen.qiu@szu.edu.cn and the subject of the email and the file name of the attachment should be marked as "Name Application for Doctoral Program in Civil Engineering and Water Conservancy of Shenzhen University - High-level Backbone Talent Program for Ethnic Minorities".

(II) Qualification examination


Upon receipt of the applicant's materials, the college organizes no less than three people to review the application qualifications against the application conditions, and reports the review results to the Research and Admission Office, which conducts a random check of the review results, and then the college uniformly publicizes the results to the society.


(III) Recommendation of Tutors


The College will submit the applicant's materials to the tutor who applies for the application, and the tutor will review the applicant's materials, provide recommendation and rank the applicants who apply for the examination at the same time.


In this section, the College respects the autonomy of tutors in enrollment, and the tutors recommend the applicants to the next section in the ratio of no more than 1:3 in general.


(IV) Preliminary examination of disciplines and determination of the list for review and examination


The college establishes an expert group to carefully examine the materials of the applicants in accordance with the relevant implementation rules formulated, and conduct preliminary evaluation of the applicants' scientific research and innovation ability for screening. The College will determine the list of applicants who will enter the review examination (interview and professional written examination) according to a certain percentage of differential review based on the intention of the enrollment supervisors. Applicants who are not recommended by their supervisors will not be admitted to the review examination. The list of applicants to be admitted to the review and assessment session will be publicized on the website of the College, and those who have no objection will be admitted to the review and assessment session.


(V) Review Examination and Assessment (Comprehensive Interview)


The College will organize experts to conduct disciplinary re-examination and assessment, the specific time, place and assessment method will be notified to the candidates in advance and announced on the website of the College, and the specific requirements of the assessment are as follows:


1. The assessment includes four parts of foreign language proficiency (100 points), professional quality (100), research potential (200 points) and comprehensive ability (100 points) totaling 500 points, focusing on the assessment of the applicant's scientific research and innovation ability and whether he/she possesses the potential, quality of the training of doctoral students in this level of disciplines, as well as the examination of the applicant's comprehensive ability to analyze, solve problems and carry out innovations. In addition, the applicant's ideological, political, psychological, moral character and other comprehensive qualities will also be assessed.


2. In the process of assessment, each applicant is required to present his/her personal profile, academic achievements, research projects, scientific research achievements, research plan during the proposed doctoral degree, etc. The assessment experts will score the applicants in four aspects, namely, foreign language proficiency (100 points), professional quality (100 points), research potential (200 points), and comprehensive ability (100 points), and remove the highest and the lowest scores and take the average (retaining two decimal places) as the final score of the applicant. The average of the highest and lowest scores (retaining two decimals) will be the final score of the applicant. Recommended supervisors can introduce the relevant information, but must be avoided when discussing the scoring.


3. The assessment process will be standardized and video-recorded, and the interview will last no less than 20 minutes, with on-site records, grades and comments.


4.Before June 2025 (subject to the specific implementation time), the college will submit the list of proposed applicants (not more than one) to the university according to the total assessment scores in descending order (no admission below 300 points), and report the relevant materials to the Office of Research and Admission

VI.Selection and Admission


(A) “backbone program” enrollment adhere to the “directed recruitment, directed training, directed employment” principle, the implementation of the “voluntary application, unified assessment, selection and admission”. Candidates from Tibet, Xinjiang, Sichuan, Yunnan, Gansu and Qinghai provinces, as well as Nujiang in Yunnan Province, Liangshan in Sichuan Province and Linxia in Gansu Province, will be given priority for admission under the same conditions.


(b) All the admitted candidates are oriented to employment, and are required to sign a tripartite (or quadripartite) oriented agreement with the enrollment unit, the provincial education administration department of the birthplace or (and) the host organization (see Annex 2). Admitted candidates for employment enrollment do not transfer their household registration. Upon graduation, students must fulfill the agreement to return to the region and unit where they were oriented for employment and may not breach the agreement.

VII. Other Matters


(1) The years of study, tuition fees, academic awards and subsidies, and other matters of education and management services during the school period of the admitted candidates shall be consistent with those of other postgraduates admitted to the general category enrollment program, and shall be implemented in accordance with the regulations of the university. The accommodation fee for doctoral students is RMB1000-1500/year according to the dormitory room availability and accommodation conditions.


(2) Personnel records of non-working candidates are transferred to the University, and personnel records of working candidates are not transferred to the University. Party and group organization relations must be transferred to our university.


(3) After graduation from the doctoral program, candidates must return to the region or unit where they have been oriented for at least 8 years (including 8 years) of continuous service.


(4) The ethnicity of the candidates shall be based on their identity cards. Candidates who have falsified their ethnic identity at the time of application will be disqualified from reexamination/admission.
