Center Overview

Under the direct leadership of the Ministry of Emergency Management, the National Mine Safety Technology Innovation Center is led by the China Academy of Safety Science and Technology. By integrating high-quality innovation resources and bringing together scientific and technological expertise from across the national mining industry, the Center is committed to developing the most authoritative, comprehensive, and capable strategic innovation platform in the field of mine safety.

As one of the Center’s key participating institutions, Shenzhen University is actively involved in its development. The University has established strengths in several key disciplines, including rock mechanics, and hosts national-level research platforms such as the National Engineering Research Center for Deep Shaft Construction Technology. With its leading capabilities in deep-earth science and rock mechanics, Shenzhen University provides the Center with strong support in specialist training, fundamental research, and deep-rock mechanics.

Development Milestones

The development of the National Mine Safety Technology Innovation Center has proceeded in an orderly and phased manner.

October 31, 2025

The first meeting of the Preparatory First Governing Council of the National Mine Safety Technology Innovation Center was convened. At the meeting, the convener and deputy conveners of the Preparatory Governing Council were elected, and appointments to key positions were determined, including the Director of the Center, the Chief Strategic Expert of the Strategic Advisory Committee, and the Chair of the Technical Committee.

November 19, 2025

A development exchange meeting and co-construction agreement signing ceremony for the National Mine Safety Technology Innovation Center was held at China National Offshore Oil Corporation.

November 24, 2025

The first meeting of the Center’s First Strategic Advisory Committee was convened.

January 2026

The Strategic Advisory Committee of the National Mine Safety Technology Innovation Center organized a special symposium on the development of high-level safety technology systems for major national strategic engineering projects.

Governance and Operational Structure

The National Mine Safety Technology Innovation Center operates under a director-responsibility system led by its Governing Council, supported by an expert advisory mechanism under the Strategic Advisory Committee and a technical decision-making mechanism under the Technical Committee.

The Governing Council consists of representatives from the leadership of the Ministry of Emergency Management, the heads of the lead institutions of the four research centers, and representatives of the principal co-construction institutions. This governance structure is intended to ensure the implementation of national strategic priorities, maintain the leading role of scientific and technological innovation, and ensure that product research and development responds effectively to the practical needs of mining enterprises.

Under the guidance of the Ministry of Emergency Management, the Beijing National Mine Safety Technology Innovation Center has been established as a private non-enterprise entity. It serves as the incorporated operational body responsible for the substantive and day-to-day operation of the National Mine Safety Technology Innovation Center.

Research Foundation and Strategic Framework

The National Mine Safety Technology Innovation Center currently has shared access to more than 100 national, provincial, and ministerial-level research platforms related to the mining sector, providing it with a strong foundation for scientific research, technological development, testing, and engineering verification.

The Center follows an overall strategic framework of establishing one center, serving two strategic objectives, supporting three major industries, and focusing on four principal research directions. Its central mission is to meet the urgent need to prevent and mitigate major mine safety risks. It serves the strategic objectives of protecting people’s lives, safety, and health and ensuring the secure and stable supply of national energy and mineral resources.

The Center focuses on the three major sectors of coal mining, metal and non-metal mining, and oil and gas development. Covering the entire process of major mine safety risk prevention and control, its research is concentrated on four priority areas: common key and fundamental technologies for mine safety, safe mining in deep coal mines, safe extraction of deep metallic mineral resources, and the safety of deepwater and far-offshore oil and gas development.

Role of Shenzhen University

As one of the Center’s principal participating institutions, Shenzhen University focuses particularly on key technologies and equipment for the precise sensing and advance warning of risks associated with deep mining. By drawing on its disciplinary strengths and research capabilities in deep-earth science, rock mechanics, intelligent sensing, and engineering safety, the University contributes to the technological innovation, equipment development, engineering verification, and practical application of mine safety technologies.
