To better implement the relevant requirements of the Guiding Opinions on Accelerating the Construction of "Double First-Class" in Higher Education Institutions, promote substantive academic exchanges and scientific research cooperation between domestic and foreign high-level universities and top research institutions, support the construction of first-class universities and first-class disciplines, better serve the national strategy and the comprehensive reform of the education sector, and cultivate more innovative, urgently needed and interdisciplinary high-level internationalized talents, a round of supplementary project applications will be conducted for the 2020 Innovative Talent International Cooperation Training Program (hereinafter referred to as the "Innovation Program"), and the application time for program personnel will be adjusted. The relevant matters are hereby notified as follows:

I. Matters Concerning Supplementary Project Applications

Please study and determine the projects to apply for in accordance with the 2020 Innovation Program Implementation Measures (hereinafter referred to as the "Implementation Measures") and the Supplementary Implementation Measures, in light of your unit's actual situation, and submit application materials according to the determined procedures and requirements.

The number of supplementary projects that each unit may apply for shall not exceed its total number of projects that may be applied for in the year; the already-approved 2020 Innovation Program projects count toward each unit's annual quota of projects that may be applied for. Please refer specifically to the four special categories specified in the 2020 Innovation Program Implementation Measures:

• Special category for "Double First-Class" construction universities: first-class construction universities may newly apply for 3 projects; first-class discipline construction universities may newly apply for 2 projects.

• Special category for universities with characteristic disciplines: ordinary institutions of higher learning and scientific research institutions nationwide that are not selected for "Double First-Class" construction may newly apply for 1 project.

• Special category for national key laboratories: units with national key laboratories may newly apply for 1 project through the national key laboratory.

• Other special categories: central state organs and relevant units may newly apply for 1 project based on actual circumstances.

Please send (or deliver) to the China Scholarship Council before March 10 the unit's official letter, the Project Application Form, and the recommendation opinions signed by the unit's (university-level) principal leader, and send the electronic version of the Project Application Form, scanned copies of the bilateral cooperation agreement in Chinese and foreign languages, the project management measures, the Information Collection Form for the Innovative Talent International Cooperation Training Program, and relevant supporting materials in a compressed package to cxxm@csc.edu.cn.

Supplementary note:

In principle, our university can only recommend one more project for application in 2020. Colleges that need to apply are requested to send the Project Application Form, electronic version of the college recommendation opinions, scanned copies of the bilateral cooperation agreement in Chinese and foreign languages, the project management measures, the Information Collection Form for the Innovative Talent International Cooperation Training Program, and relevant supporting materials in a compressed package to szufao@szu.edu.cn before March 4. The applied project must have new ideas and new measures, reflect the unit's characteristic discipline advantages (preferably interdisciplinary), represent the unit's strength and level in international cooperative talent training, and be able to play a leading and exemplary role in the international development of relevant domestic fields. These are mainly doctoral joint-training projects, and innovative points are required.
