The China Scholarship Council issued the Notice on Adjusting the Work Arrangements for Some State-Sponsored Study Abroad Programs in 2020 on February 20, 2020. In view of the new developments in the epidemic situation, comprehensively considering the actual circumstances such as the start dates of domestic universities and the admission times of foreign degree students, and after research and investigation, the China Scholarship Council has decided to further adjust the work arrangements for the 2020 National High-Level University State-Sponsored Postgraduate Program and some overseas cooperation programs, and hereby notifies as follows:
I. Time Arrangements
1. The work arrangements for joint-training doctoral students under the National High-Level University State-Sponsored Postgraduate Program will be postponed by another month. After the adjustment, the online application period is May 15–June 10, the deadline for receiving units to submit materials is June 19, and the admission results will be announced in August.
This adjustment involves the "employer/individual cooperation channel" and some "existing CSC cooperation channels" of the National High-Level University State-Sponsored Postgraduate Program (see Appendix 1 for details).
2. Restricted by the admission time, the work arrangements for doctoral degree students under the National High-Level University State-Sponsored Postgraduate Program will not be further adjusted; the online application period is April 10–30, the deadline for receiving units to submit materials is May 12, and the admission results will be announced in late June.
3. The work arrangements for some overseas cooperation programs are adjusted together this time (see Appendix 2 for details). After the adjustment, the online application period is May 15–June 10, the deadline for receiving units to submit materials is June 19, and the admission results will be announced in August.
4. The validity period of the study-abroad qualification for admitted personnel of the above programs is retained until December 31, 2021.
II. Other Matters
1. Applicants must communicate well with the inviting party before applying online, so as to avoid situations in which admission notices/invitation letters automatically lapse due to the postponement of the admission time.
2. Based on the actual circumstances of universities and students, application materials may be appropriately and flexibly simplified. Each unit may, based on actual circumstances, carry out on-campus review and recommendation work for joint-training doctoral students; the On-Campus Expert Review Opinion Form may use electronic signatures. Copies of the highest academic degree certificate may be replaced by the Registration and Filing Form of the Education Certificate of the Ministry of Education from the China Higher Education Student Information Network (CHSI) or a certificate issued by the archives department. Copies of transcripts may be replaced by certificates issued by the archives office, the Academic Affairs Office or other competent departments.
3. If there are any adjustments to the work arrangements for other state-sponsored study abroad programs, they will be published on the China Scholarship Council website in a timely manner.
Relevant receiving units and recommending units are requested to carry out work accordingly; our unit will no longer issue separate written notices.

On-campus application procedure: After applying online, print the Unit Recommendation Opinion Form (for current graduating students, the recommending unit is International Exchange and Cooperation; specific information can be added in person at our office). The recommendation opinion column should first be filled in by your college according to the column requirements and actual circumstances, with the college leader's signature and college seal, after which our office adds the leader's signature and departmental seal. Materials should be submitted to Room 328, Huiyuan Building, Teacher ZHANG, phone 26536108, before June 4.
The materials will then be sent to the Guangdong Provincial Department of Education, which will report them to the CSC.
