Long-term on-site environmental monitoring of the reuse of MSW incineration bottom ash as road subgrade

The prevalent thermal treatment of municipal solid waste (MSW) in Singapore is incineration, which produces incineration bottom ash (IBA) as the treatment residue. The residue can potentially be used as aggregate substitute for construction applications. However, IBA has to be treated before safe usage. Long-term environmental behaviour of treated IBA (IBA-T) has not been monitored in local applications. This study serves to investigate such an application along Tanah Merah Coast Road where IBA-T will be used in the road base and sub-base layers.
The trial road will consist of three 50-m long sections built with IBA-T from different suppliers. A series of groundwater monitoring wells will be installed on the trial site to monitor and study the long-term environmental behaviour of the residue. Meanwhile, laboratory testing and modelling will be conducted to improve the overall understanding of the performance of the residue in actual operating environments. Specific emphasis will be placed on constructing a framework for the modelling and management of the residue. The specific tasks are: 1) establishment of a conceptual site model with risk assessment; 2) baseline site investigation; 3) groundwater and environmental monitoring for the trial site; and 4) laboratory tests. Based on the different activities introduced by the project, we aim to build a full spectrum of testing, monitoring, and modelling capabilities related to IBA-T applications in Singapore.

费璕瑺于2008年从同济大学环境科学系毕业,后于2010年和2015年分别从美国密歇根大学安娜堡分校获得环境工程与土木工程双硕士及环境工程博士学位。于2016-2018年在美国密歇根大学安娜堡分校和沙特阿卜杜拉国王科技大学共计进行了2年半的博士后科研工作。于2018年7月起在新加坡南洋理工大学土木与环境工程学院担任助理教授,并于2024年8月晋升为终身副教授。于2019年4月起兼任南洋环境及水资源研究所下属“废弃物及资源回收中心”副所长,于2020年8月起兼任城市解决方案科研中心下属“废弃物在基建中应用研究组”共同带头人。主要科研方向包括:1)固体废弃物处理处置与资源化及2)环境岩土工程。迄今在Nature Sustainability, Nature Food, Nature Climate Change, Nature Review Earth & Environment, Environmental Science & Technology, Geotechnique和Journal of Geotechnical and Geoenvironmental Engineering等国际知名学术期刊上发表论文70余篇。他在2018年的第八届国际环境岩土工程大会上获得了国际土力学和岩土工程学会颁发的Bright Spark Lecture Award(全球每四年度有3-4人获奖),在2021年获得美国土木工程师协会颁发的Arthur Casagrande Professional Development Award(全球每年度仅1-2人获奖),在2023年获得南洋理工大学工程学部青年教授科研奖(全工程学部每年度仅一人获奖)。现任Waste Management期刊副主编,国际土力学和岩土工程学会第215技术委员会委员,美国土木工程师协会环境岩土工程技术委员会委员。目前以项目总负责人身份获得研究经费约一千六百万新元(约合人民币八千六百万元)。
Xunchang Fei graduated with a BS degree in Environemntal Science from Tongji University, Shanghai, China in 2008. He obtained a MS in Environmental Engineering, a MS in Civil Engineering, and a PhD in Environmental Engineering from the University of Michigan, Ann Arbor, United States in 2010 and 2015, respectively. He worked as a postdoctoral researcher at the University of Michigan in 2016 and at King Abdullah University of Science and Technology, Saudi Arabia between 2016 and 2018. He joined Nanyang Technological University, Singapore, in July 2018 as an assistant professor and was promoted to associate professor with tenure in August 2024. He was appointed the deputy director of Residues & Resource Reclamation Centre in Nanyang Environment and Water Research Institute in 2019, and was appointed the co-leader of Waste for Urban Infrastructure Research Cluster in Centre for Urban Solutions in 2020. His main research areas are: 1) solid waste recovery, treatment, and management; and 2) geoenvironmental engineering. He has published >70 peer-reviewed articles on journals in multiple disciplines including Nature Sustainability, Nature Food, Nature Climate Change, Nature Review Earth & Environment, Environmental Science & Technology, Geotechnique, and Journal of Geotechnical and Geoenvironmental Engineering. He received Bright Spark Lecture Award at the 8th International Congress on Environmental Geotechnics organized by the International Society for Soil Mechanics and Geotechnical Engineering in 2018 (3-4 recipients every 4 years worldwide). He received 2021 Arthur Casagrande Professional Development Award from the American Society of Civil Engineers (1-2 recipients every year worldwide). He received 2023 Nanyang Technological University College of Engineering Research Award for Young Faculty (1 recipient every year in the College). He serves as the Associate Editor for Waste Management Journal, a member of Technical Committee 215 of the International Society for Soil Mechanics and Geotechnical Engineering, a member of Geoenvironmental Engineering Technical Committee of the American Society of Civil Engineers. He has secured S$ 16 million of external funding as the lead Principal Investigator.
